Workers' Compensation Manager-Northern District (PSA, opt. 1)- Springfield, Illinois

This position serves as the Workers' Compensation Manager-Northern District for the Risk Management Division within The Bureau of Benefits (BoB) that is within the Illinois Department of Central Management Services (CMS), a division that oversees all Workers' Compensation claims, auto liability claims and assists all State of Illinois agencies that elect to procure commercial insurance outside of the State of Illinois Self-Insurance Fund.  The incumbent will be tasked with overseeing the Third Party Administrator (TPA) that handles all Worker's Compensation claims in the Northern District of Illinois.  The incumbent will also act as a liaison between State Agencies and the holder of the master contract that is responsible for providing commercial insurance when State Agencies elect to purchase said coverage.  The incumbent will also manage litigated claims that are being handled by the Attorney General staff attorneys.   They will also work with Workers' Compensation Coordinators on a daily basis to ensure that all files are properly statused or documented with medical and personnel records.  The incumbent is responsible for the approval of all settlements and awards that are approved by the Illinois Worker's Compensation Commission to allow timely payments to injured employees.  We invite qualified applicants to apply for the position of Worker's Compensation Manager-Northern District and help the BoB continue to serve our State Agencies, injured workers, and the citizens of Illinois by providing prompt service and ensuring the accurate and timely issuance of Workers' Compensation settlements.

POSITION ESSENTIAL FUNCTIONS:
35%  -  Organizes, plans, executes, controls and evaluates the operation of the Illinois Workers' Compensation Program as well as the Early Intervention Program, Light Duty Program and Loss Prevention Program for the State of Illinois Northern District:
  • Assists in the development of goals, objectives and fiscal information to be utilized in the Division business plan.
  • Responsible for the timely and accurate adjudication of claims occurring at work sites for all State agencies, boards, commissions and universities ("agencies") within the Northern District.
  • Controls communication among the agencies, the Third Party Administrator (TPA) and Assistant Attorney Generals in the Office of the Attorney General (OAG) for all Workers' Compensation related litigation and claims.
  • Directs, reviews and monitors the work of TPA staff in the investigation, disposition and processing of claims filed for work-related injuries or illnesses in the Northern District under the Illinois Workers' Compensation Act, Occupational Diseases Act, or other Tort Liability statutes.
  • Directs the TPA in the design and implementation of pre-employment and post injury loss control projects.
  • Evaluates recurring injuries and determines need for safety program.
  • Serves as subject matter expert to State Workers Compensation Advisory Commission; as the representative of the agencies for Northern District Workers' Compensation litigation and claims, works with the Attorney General's office to  determine litigation strategies.
  • Controls settlement authority for litigation and claims up to $150,000.00 including initial determination of compensability, review of medical records, calculation of award and/or settlement  and directs the disbursement of funds for all such settlements.
  • Evaluates, prepares and presents recommendations to the Director of Central Management Services for all settlements in excess of $150,000.00.
  • Presents evidence and testifies before the Illinois Workers' Compensation Commission.
  • Provides training, oversight and direction regarding Workers' Compensation policies and procedures to Northern District Workers Compensation Coordinators located in the agencies, boards, commissions and universities for the State of Illinois.  Responsible for the design and implementation of training to these Coordinators and for all revisions and updates to the State of Illinois Workers Compensation Manual.
  • Travels to work sites in the Northern District for training and other activities.

30%  -  Administers the Insurance Master Contract program:
  • Advises agencies under the insurance master contract as to their insurance options which include property and liability insurance.
  • Organizes, controls, plans and evaluates the procurement of liability and property insurance through master contract.
  • Acts as a liaison for agencies and the broker facilitating payment and special coverage needs, prepares reports that indicate what additional insurance has been purchased under the master contract.
  • Develops processes to provide agencies with information about services available through the Risk Management Division.
  • Reviews policies and agency needs to ensure adequate, appropriate coverage.
  • Makes cost savings recommendations to agencies. 

20%  -  Monitors, reviews and confirms the Pension and Death Benefit portion of the Workers' Compensation Program is accurately administered by the Workers' Compensation (WC) TPA:
  • Monitors accuracy and timeliness of benefit payments.
  • Verifies that the WC TPA maintains a diary system to suspend file for termination of benefits.
 
10%  -  Confers with Court of Claims staff and appropriate agency legal staff:
  • Clarifies Risk Management's mandated role in applicable Court of Claims processes.
  • Assists in the development of database for general liability claims including causes and costs. 

 5%  -  Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
 
 Minimum Requirements:
  1. Requires knowledge, skill and mental development equivalent to (4) four years of college.
  2. Requires (3) three years of professional work experience in a claims processing role.  

PREFERRED QUALIFICATIONS:
  1. Greater than three years of experience in a workers' compensation claims processing role.
  2. Experience with workers' compensation claims including, but not limited to, initial determination of compensability, review of medical records, calculation of award and/or settlement.
  3. Experience in the application of the Workers' Compensation Act, Occupational Diseases Act, or other Tort Liability statutes.
  4. Experience with the handling of litigated or attorney represented claims.
  5. Greater than three years of professional work experience in the property/casualty insurance field.
  6. Experience in training staff or associates.
  7. Prefers a bachelor's degree.
