Chief Compliance Officer - SPSA - Opt 1- Springfield Illinois

The Illinois Department of Central Management Services is seeking to fill the Chief Compliance Officer position for the Bureau of Personnel.  This professional level position will develop and implement Hiring Compliance and Training programs that provide oversight to multiple personnel programs for more than 60 agencies, boards and commissions.  This opportunity is perfect for someone who is committed to change management and looking to make a lasting impact in the way the State recruits, retains, and manages its workforce. 

The successful candidate will display a broad and extensive experience in the Human Resources,  Compliance/Ethics or Auditing fields. POSITION ESSENTIAL FUNCTIONS:
25%  -   Serves as Chief Compliance Officer administering the CMS Personnel Compliance Program for all agencies, boards and commissions under the jurisdiction of the Governor:
  • Plans, develops and implements policies and procedures to ensure compliance with the Comprehensive Employment Plan (CEP), Illinois Personnel Code, Illinois Personnel Rules, Illinois Pay Plan, Collective Bargaining Agreements, Executive and Administrative Orders 
  • Develops, implements, reviews and revises program goals and objectives 
  • Monitors program functions and makes recommendations for improvements in accordance with the CEP 
  • Establishes key performance measures for program functions 
20%  -  Plans, develops, organizes, controls, manages and evaluates CEP internal quality control activities:
  • Implements policies and procedures for the hiring compliance process 
  • Reviews, determines and authorizes, where appropriate:  Requests to deviate from a hiring plan 
    • Requests to bypass candidates 
    • Requests to cancel a hiring sequence without making a hire 
    • Requests to interview fewer than interview pool minimum 
    • Hiring sequences where the selected candidate for a non-Exempt position was employed in an Exempt Position immediately prior to selection 
  • Conducts random compliance reviews of hiring sequences completed by agencies 
  • Manages, reviews, maintains and updates the Exempt List for all Exempt Positions (code and non-code) 
  • Manages and maintains records and tracks all Personal Services Contracts (PSC) 
    • Review evidence of past satisfactory performance of former state employees on PSCs filled without competitive selection 
    • Reviews and authorizes the use of appropriate PSCs for exempt-type work 

15%  -  Develops monitoring standards to be utilized in compliance monitoring of hiring sequences.
  • Provides administrative oversight to user agencies to ensure:
    • Identification of non-compliance issues through of monitoring of personnel processes
    • Development and implementation of annual compliance monitoring plans
    • Development of corrective action plans to address areas of non-compliance
  • Conducts monitoring of official CMS 104 Position Description to ensure duties accurately reflect those performed by the position
  • Monitors, maintains, tracks and submits CEP Compliance reports to required contracts
  • Maintains records and tracks reports of Political Contact and Political Discrimination
15%  -  Serves as expert authority relating to compliance with CEP and agency representative to CMS staff and all agencies, boards and commissions under the Governor's jurisdiction.
  • Confers, consults and collaborates with the Shakman Special Master in accordance with the CEP
  • Liaises with the office of the Executive Inspector General's Hiring and Employment Monitoring Division on matters of personnel compliance
  • Receives, evaluates and resolves questions and complaints associated with hiring actions
  • Participates in live hiring sequences and provides guidance and technical advice to staff engaged in compliance monitoring of hiring sequences
  • Responds to and resolves questions regarding potential conflicts of interest
  • Performs special projects
10%  -  Manages and oversees, through subordinate staff, the administration and implementation of statewide training programs and statewide program and process development
  • Plans, monitors and provides administrative guidance in the development and delivery of the statewide compliance training programs, annual training plan and training curricula administered in person and on-line for all user agencies
  • Plans, monitors and provides administrative guidance in the review and implementation of existing and contemplated programs, policies, procedures and processes in regards to CMS Bureau of Personnel issues/concerns to create efficiencies, determine methods and develop proposals to streamline workflow and practices
10%  -  Serves as a full line supervisor
  • Assigns and reviews work

5%  -  Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
 Minimum Requirements:
  1. Requires knowledge, skill and mental development equivalent to (4) four years of college. To satisfy this requirement, applicant must have one of the following:
  • Bachelor's degree with course work in Human Resources, Business Administration, Public Administration, Accounting, or related field; OR
  • Bachelor's Degree in an unrelated field PLUS two (2) years of experience in human resources, compliance, ethics, or auditing; OR
  • College coursework equal to an Associate Degree PLUS two (2) years of experience in human resources, compliance, ethics, or auditing; OR
  • Four (4) years of highly responsible, administrative experience in human resources, compliance, ethics, or auditing. 
2. Requires (4) four years of progressively responsible professional work experience in human resources, compliance, ethics or auditing.

PREFERRED QUALIFICATIONS
  1. Experience in a highly responsible human resources role.
  2. Experience ensuring compliance with policies governing employment, hiring and recruitment.
  3. Experience developing policy and procedure as it relates to human resources.
  4. Experience developing or implementing corrective action plans for programmatic non-compliance.
  5. Experience developing or implementing training programs, plans or curricula within a large organization.
  6. Experience leading or implementing process optimization initiatives within a professional organization.
  7. Experience supervising or managing professional staff performing a wide variety of activities and projects.
  8. Certification from a recognized and/or accredited certifying body in one or more of the following: Certified Compliance & Ethics Professional; Certified Fraud Examiner; Human Resources Institute Certification of Professional in Human Resources (PHR); Human Resources Institute Certification of Senior Professional in Human Resources (SPHR); Certified Internal Auditor (CIA); Juris Doctorate (JD)
