Office of Executive Inspector General-Investigator

POSITION SUMMARY: Under direct supervision of the Supervising Investigator, Deputy Inspector General and Chief,

Deputy Inspector General, or Assistant Inspector General serves as Investigator. The incumbent is responsible for 

conducting investigations in compliance with applicable laws, rules, and policies. Gathers, preserves, and analyzes 

evidence; obtains information via interviews and other methods; prepares investigative reports. This position involves 

working within limits of authority on assignments of an extremely sensitive and confidential nature associated with 

investigations and legal proceedings. 

ESSENTIAL RESPONSIBILITIES:

1. Interviews subjects, witnesses, and other parties to gather, verify, and/or corroborate evidence.

2. Conducts stationary and mobile surveillance.

3. Collects, analyzes, and interprets information, documentation, and physical evidence.

4. Documents statements, observations, and evidentiary materials. Prepares case reports on all investigative action 

taken; and ensures that reports are well-written, accurate, concise, thorough, and timely.

5. Maintains records of all information and material pertinent to open investigations; and identifies, labels, and stores 

evidence and ensures the security of all pertinent stored evidence and information gathered during the investigative 

process. Updates agency systems with investigative information.

6. Interacts with Office of Executive Inspector General (OEIG) legal staff and other agencies under the jurisdiction of the 

OEIG, investigative entities within other agencies, auditors, the Illinois Office of Attorney General, and various law 

enforcement agencies to ensure professional cooperation and investigative efforts. Testifies in administrative and 

criminal court proceedings, as necessary.

7. Keeps current on agency and state policies, rules, regulations, and statutes.

ADDITIONAL RESPONSIBILITIES: Performs other duties as required or assigned which are reasonably within the 

scope of the duties enumerated above.

REPORTS TO: Supervising Investigator and/or Deputy Inspector General

SUBORDINATE POSITIONS: None

MINIMUM REQUIREMENTS: 

• bachelor’s degree in criminal justice, law enforcement, public or business administration, or a related area of study or 

demonstrated knowledge, skill, mental development, and experience equivalent to four years of college; or four years 

of professional investigative experience in law enforcement or a related field;

• knowledge of investigative techniques, practices, and concepts; 

• ability to exercise independent judgment and make sound decisions effectively; 

• ability to handle and resolve ambiguous situations and issues;

• knowledge of Illinois statutes, rules, and regulations concerning conflicts of interest and malfeasance;

• strong analytical, organizational, and problem solving skills;

• high personal ethical standards due to content of work materials;

• flexibility to work independently as well as in a team environment; 

• ability to travel, including overnight; 

• demonstrated knowledge of Microsoft Office Suite (Excel, Word, Outlook) and other applications; and

• ability to communicate clearly and concisely, orally and in writing, and the ability to interact professionally with others.JOB STATUS: Full-time, FLSA non-exempt. This position is exempt from the provisions of the State of Illinois Personnel 

Code.

PHYSICAL FACTORS: Duties are generally performed in an office setting and typically includes:

• sitting for extended periods of time;

• using personal computer, photocopier, facsimile, telephone, and teleconference equipment;

• handling and transporting documents weighing up to 30 lbs.; and

• standing, reaching, and bending at the waist or bending of the legs.

Traffic Operations Technician -Illinois Tollway

 

The Illinois Tollway is dedicated to providing and promoting a safe and efficient system of highways while ensuring the highest possible level of service to our customers. The Tollway is a user-fee system – no state or federal tax dollars are used to support maintenance and operations. Operations are funded by toll and concession revenues.

Under the leadership of the Board of Directors and Executive Staff, the Tollway is committed to achieving the following goals: increase collaboration with regional transportation and planning agencies, promote the regional economy, maintain financial integrity, foster environmental responsibility and sustainability, maintain the safety and efficiency of the Tollway system, further transparency and accountability, enhance customer service, and maintain public trust.

This position determines the impact of incidents on the Illinois Tollway system, as well as the Regional Transportation systems, and sends critical incident notifications to Illinois Tollway management groups and affected Traffic Management Centers.

This position's purpose is to:

  1. verify incidents in a timely manner
  2. ensure that the proper resources are dispatched to an incident
  3. inform the motoring public of real-time traffic information
  4. provide alternate route of travel, if appropriate/required
  5. help mitigate the impacts of traffic congestion.

Essential Job Functions

This position reports directly to the Traffic Operations Center (TOC) Manager.  Freedom to act is limited to well-defined actions in accordance with established standards and techniques of the operation of the TOC.

This position monitors, gathers, and communicates real-time traffic condition information related to the Illinois Tollway -- and adjacent expressways and roadways that could impact the Illinois Tollway -- to assist in mitigating the impacts of congestion; examples include:

  1. daily and long-term lane closures
  2. monitoring construction areas for incidents and/or traffic flow problems.

This position:

  1. develops strategies, through the Traffic Incident Management System (TIMS), for managing incidents 
  2. ensures that proper traffic incident information is placed on Dynamic Message Signs (DMS)
  3. communicates incident status to:
    1. the Tollway's Dispatch Unit
    2. the Illinois State Police
    3. members of Lake Michigan Interstate Gateway Alliance (LMIGA)

To gather this information and/or to achieve this communication, this position leverages, monitors, and operates the Tollway's:

  1. Traffic Incident Management System (TIMS) real-time system map
  2. Dynamic Message Signs (DMS)
  3. Computer Aided Dispatch (CAD) system communications
  4. Closed-Circuit Television (CCTV) camera images
  5. Illinois State Police communications
  6. interaction with the media and other outside agencies
  7. two-way radio communications system
  8. phone 
  9. email.

This position communicates directly with the Tollway's Dispatch Operation, District 15 State Police, the LMIGA, the media, and the motoring public.

  1. Illinois Tollway contacts are primarily within the Engineering Department -- including, but not limited to:
    1. Chief Engineering Officer
    2. General Manager of Maintenance and Traffic
    3. Traffic Operations Manager
    4. Traffic Operations Center Manager
    5. Traffic Operations Center Supervisor
    6. Roadway Maintenance Management.
  2. Contacts within other Illinois Tollway departments include personnel within
    1. Information Technology 
    2. Communications.
  3. Other, "outside" contacts include:
    1. members of LMIGA
    2. TIMS system integrator
    3. ITS maintenance contractor.

This position undertakes all necessary procedures and executes all duties related to the operation of the Illinois Tollway's Traffic Operations Center (TOC), including, but not limited to:

  1. assisting with seasonal snow operations
  2. performing diagnostics on equipment located in both the TOC and the field
  3. resolving problems with said equipment, including coordinating the repair of the equipment with the contracted maintenance vendor
  4. monitoring video that is being shared with Illinois Tollway partners, ensuring the appropriate use of said video images
  5. producing parameter-driven, system-generated reports
  6. all other duties, as assigned and required, to maintain the successful operation of the TOC.

Qualifications

Required:
Items 1 through 7 identify the MINIMUM REQUIREMENTS for the Traffic Operations Technician position. If you do not meet ALL of the requirements specified in items 1 through 7, you will be eliminated from consideration for this position.

  1. Must possess a high school diploma or General Equivalency Diploma (GED).
  2. Must be able to type 35 words per minute -- WILL BE VERIFIED VIA A TOLLWAY-ADMINISTERED TEST.
  3. Must be able to read a map -- WILL BE VERIFIED VIA A TOLLWAY-ADMINISTERED TEST.
  4. Must be able to work any shift in a 24-hour period, which includes: overtime hours, weekends and holidays.
  5. Must be able to work in an environment where one will likely be exposed to visually disturbing, graphic incidents involving serious injuries and death.
  6. Must be able to analyze problems effectively, and make decisions in a logical and objective manner.
  7. Must be able to adapt in an environment that changes with technological advances and evolving procedures warranted by an always-developing traffic operations center.

  12. Certification in Traffic Incident Management (TIM).
  13. Associate degree.
  14. No disciplinary actions within the previous twelve (12) months.

Essential Duties and Responsibilities:
  • Conducts intake, as assigned.
  • Conducts legal and factual research.
  • Assesses cases to determine eligibility.
  • Conducts interviews with clients and witnesses.
  • Drafts applications, affidavits, letters and/or legal pleadings and prepares supporting documentation.
  • Prepares materials for submission to Department of Homeland Security, Immigration Court, or other entities as appropriate.
  • Reviews, analyzes and presents cases to supervisor.

  • Remains current on immigration law, policies and procedures.
