Benefits Fiscal Operations Manager (SPSA Opt. 2)- Springfield Illinois

POSITION OVERVIEW
The Illinois Department of Central Management Services (CMS) Bureau of Benefits is looking for a Benefits Fiscal Operations Manager to fill a critical role of managing the State's Benefits Funds for the Group Health Plan (GHP) Programs and the Risk Management Programs. The incumbent will be tasked with managing all aspects of the Bureau fiscal administration, monthly spending plans, subordinate staff workloads, as well as analyzing and implementing fiscal policies. Under administrative direction of the Assistant Deputy Director, and working in unison with the Bureau CFO, the Benefits Fiscal Operations Manager will plan for the most efficient utilization of Bureau resources. POSITION ESSENTIAL FUNCTIONS:
20%   Serves as the Fiscal Operations Manager for the State's Benefits Funds:
  • Performs a wide variety of highly complex, advanced level duties to facilitate management decisions regarding the Group Health Plan (GHP) Programs and the Risk Management Programs to include Workers' Compensation (WC), Representation and Indemnification and Auto Liability; 
  • Plans, conceptualizes, develops, track, and evaluates the various GHP Programs, the Flexible Spending Account (FSA), Commuter Savings Program (CSP) and the Risk Management Programs budgets and all related budget projections; 
  • Tracks revenues and expenditures; 
  • Work in unison with the Bureau CFO to develop recommendations to the Assistant Deputy Director, the Deputy Director, the Director, the CMS Budget Office, and the Governor's Office of Management (GOMB) and CMS Finance and Management for appropriations to fund programs; 
  • Provides analytical, audit and financial expertise on matters relating to Bureau of Benefits funds;
  • Provides budgetary information, which is utilized in the creation and execution of program spending plans; 
  • Keeps the Assistant Deputy Director, apprised of programs and project progress, problems or other matters relative to financial operation;
  • Prepares financial reports and recommendations for review by the Assistant Deputy Director;
  • Travels in performance of duties.

20%   Manages all aspects of fiscal administration for the Bureau of Benefits:
  • Oversees the maintenance of the Bureau's budget in excess of $10 million including personal services, headcount monitoring, operating lines, and lump sum programs;
  • Monitors fund balances in case of deficiencies and surpluses;
  • Oversees the Bureau's agency reimbursement system and processes, ensuring monies are received and processed timely;
  • Reviews existing criteria and operations for adequate internal budgetary controls, advises management on degree of identified compliance with state and federal laws, and proposes new procedures to enhance budgetary controls;
  • Implements and evaluates policies and procedures affecting the fiscal administration of the Bureau, establishes operating policies, practices and procedures;
  • Plans and develops the goals and objectives;
  • Develops program narratives and justifications.
15%   Serves as full-line supervisor:
  • Assigns and reviews work; 
  • Provides guidance and training to assigned staff; 
  • Counsels staff regarding work performance; 
  • Reassigns staff to meet day-to-day operating needs; 
  • Establishes annual goals and objectives; 
  • Approves time off; 
  • Adjusts first level grievances; 
  • Effectively recommends and imposes discipline, performs evaluations; 
  • Determines and recommends staffing needs.
10%   Tracks trends and changes in the WC Program:
  • Drafts reports and makes recommendations for further improvement of the State's WC Program;
  • Prepares WC data for submission to the actuarial firm for the purposes of GAAP reporting. 
10%   Directs, evaluates and implements the policies, procedures or legislation on the financial operations of the State's Benefits Funds to facilitate executive management decisions regarding the various Benefit Programs and reports, including but not limited to:
  • Health
  • Prescription
  • Behavioral health
  • Dental
  • Vision
  • Life programs 
  • WC Program 
10%   Plans for the most efficient utilization of Bureau resources:
  • Analyzes, compiles, and disseminates information in Microsoft Excel for fiscal and budget analysis and preparation;  
  • Oversees and reviews monthly cash flows and spending plans;
  • Conducts studies, analyzes and manages data, and prepares reports for spending plans and fiscal management;
  • Critiques and confers with other agency staff on reviews of legislation and the fiscal impact;
  • Responds to inquiries related to miscellaneous fiscal matters from within CMS, and outside of the Department;
  • Utilizes enterprise wide financial systems/resource planning in performance of duties.
5%   Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
 
 Minimum Requirements:
  1. Requires (4) four years of progressively responsible work experience in accounting, fiscal analysis, auditing, or budgetary planning and control.
  2. Requires knowledge, skill and mental development equivalent to (4) four years of college in business, finance or related field.

PREFERRED QUALIFICATIONS:
  1. Experience in accounting, fiscal analysis or auditing.
  2. Experience in Microsoft Excel or an equivalent spreadsheet software.
  3. Experience supervising a team of professional staff.
  4. Experience with data management, data analytics and reporting.
  5. Experience utilizing enterprise wide financial systems or resource planning.
  6. Experience working with employee benefits programs.
  7. Experience in interpreting and implementing policies, procedures, or legislation for financial operations.
  8. Experience managing a budget in excess of $10 million.
