Wellness Program Manager (PSA Opt 6)- State of Illinois, Springfield, IL

If so, this position may be for you.  In this role you will promote overall health and wellness through effective interventions, communication, and education strategies.


Under general direction of the Group Insurance Division Manager, Bureau of Benefits, the individual in this position will perform professional duties analyzing, designing, evaluating and implementing procedures to conduct operations and total administrative functions of the Wellness Unit. They will be expected to provide a wide variety of highly complex, advanced level duties such as developing benefits policies, procedures and administrative rules related to the Wellness Programs offered by the State to employees and retirees in the State-sponsored health programs.  This individual will serve as the spokesperson for these programs in meetings with bargaining unit representatives and employee benefit fairs and coordinate and direct the work of contracted vendors.

POSITION ESSENTIAL FUNCTIONS:
20%  -  Manages the State's Wellness Program including guidance and direction of professional and technical staff in the Wellness Unit.
Establishes, organizes and implements goals and objects for the Wellness Program
Communicates initiatives among the various units within the Group Insurance Division to ensure operational efficiency and effectiveness
Evaluates, initiates and implements changes related to improving the quality of the programs and the service provided by the unit
Provides resolution of difficult, complex cases requiring interpretation of policy, regulation or law.
20%  -  Coordinates communication and problem resolution with the Wellness vendor partner in the development and maintenance of these services to program participants.
Participates in the procurement for these services.
Assesses vendor's ability to provide services.
Recommends service and contractual conditions
Evaluates and improves the ongoing services provided by the vendor partner.
20%  -  Serves as the management spokesperson for Wellness on the Joint Labor/Management Advisory Committee on Insurance Benefits.
Monitor and provide analysis and reports related to the program.
Serves as the primary contact for all Wellness Program issues.
Provides educational training and member facing activities either in a group or individual setting via in person or telecommunications.
Schedules meetings with the Committee and coordinates participation with outside vendor(s).
Travels in performance of duties.
15%  -  Conducts extensive research to ensure programs are in compliance with federal and state laws, group insurance and IRS rules and regulations.
Initiates and implements program changes as a result of federal/state laws and
Develops recommendations for modifications to bargaining unit contracts applicable to these programs.
Communicates with outside consultants and uses advice for disposition of compliance issues and for program development and improvement.
10%  -  Serves as working supervisor.
Assigns and reviews work
Provides guidance and training to assigned staff
Counsels staff regarding work performance
Reassigns staff to meet day-to-day operating needs
Establishes annual goals and objectives
Approves time off
Monitors staff 
Prepares and signs performance evaluations.
10%  -  Promotes overall health and wellness through effective interventions, communication and education strategies. Develops informational and promotional materials in concert with the vendors on all Wellness Programs ensuring compliance with applicable regulations and law including:
Brochures
Issues Papers
Complex Letters
Booklets
Forms
Plan Documents
Administrative Rules
Departmental Memoranda
5%  -  Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
 

 Minimum Requirements:
Requires knowledge, skill and mental development equivalent to (4) four years of college in Health and Human Services.
Requires three years' experience in health or wellness programs or human services field.
PREFERRED QUALIFICATIONS:
Prefers experience promoting overall health and wellness through effective interventions, communication and education strategies.
Prefers extensive written communication skills with experience creating informational materials, written reports, and plan documents.
Prefers experience managing a multi-faceted program to a wide range of participants.
Prefers experience with public speaking including educational training and member facing activities either in a group or individual setting via in person or telecommunications.
Prefers strong organizational skills with experience in managing multiple tasks and events, training or other customer facing activities.
Prefers three or more years' experience with health insurance administration.
Prefers knowledge of group insurance health plans.
Prefers three years of supervisory experience.
Prefers coursework in social or human services.
