One-Stop Operator Manager- Chicago Citywide Literacy

The One-Stop Operator Manager will be responsible for:

● Coordinating WIOA service delivery to job seekers, businesses and funders. Ensuring clear

delineation of roles and responsibilities across Partners.

● Convening meetings to support implementation of Memorandum of Understanding between

WIOA One-Stop Partners.

● Facilitating the development and implementation of service integration plans at One-Stop

centers sharing necessary data, reducing duplication of services, leveraging program resources

to the mutual benefit of Partner programs and their shared customers, resulting in efficient,

effective and seamless service delivery.

● Coordinating operations at One-Stop centers by maintaining a regular physical presence at the

center(s), ensuring consistent branding and services.

● Facilitating cross training of frontline staff to ensure that each Partner learns the key program

goals and eligibility criteria of each program.

● Implementing a customer service strategy.

● Assisting with community outreach and promotion of program services

● Identifying ways in which technology may be used to enhance operations, service delivery,

customer service, service integration and reporting

● Remaining informed on Federal and State One-Stop Operator policies and attending relevant

webinars and in-person trainings

● Reporting on activities and performance

● Forming strong relationships with Partners to ensure accurate and timely referrals.


The ideal candidate will have a strong working knowledge of the One-Stop system and the required

WIOA Partners: Career Services for Adults, Dislocated Workers and Youth (WIOA); Job Corps;

YouthBuild; Adult Education and Literacy; Employment Services (Wagner Peyser); Vocational

Rehabilitation; Senior Community Service Employment Program; Career Technical Education (Carl

Perkins Career and Technical Education Act); Trade Adjustment Assistance; Veterans State grants;

Community Services Block Grant; Employment and training (Department Housing and Urban

Development); Reentry Programs (Second Chance Act); Temporary Assistance for Needy Families (Social

Security Act).

Required Qualifications and Skills

● BA preferred or High School diploma/GED with 5 years relevant work or volunteer experience to

perform the duties of the position

● Ability to approach work with an equity and systematic lens.

● Ability to travel among One-Stop locations and to meetings throughout Cook County.

● Ability to read, understand and express oneself clearly and effectively in oral and written

communications.

● Strong organizational, interpersonal, planning, and follow-up skills.

● Ability to work independently, plan meetings, maintain own schedule.

● Ability to lead discussions, facilitate meetings, and work collaboratively with a dynamic group of

colleagues.

● Research and writing

● Creative problem solving

● Negotiation and conflict resolution skills

● Networking, outreach, and team building

Knowledge and Expertise

● Familiarity with required WIOA Partners, previously mentioned, and the services they provide to

job seekers and businesses.

● Familiarity with the One-Stop system and the local providers

● Demonstrated success developing and implementing program strategies and producing

successful outcomes

● Advanced computer proficiency with Microsoft Office products (Word, Outlook, Excel);

knowledge of government systems strongly preferred

● Excellent written, verbal and interpersonal communication skills. Must be able to interact and

develop rapport with a diversified population of business leaders, funders and partners.

● Service oriented flexible, self-starter with a solid work ethic who can manage multiple priorities

simultaneously and work under pressure to meet deadlines

● High initiative, outstanding organizational skills, clear attention to detail and ability to follow

through

● Excellent presentation skills
